UNESCO Competency Framework
The UNESCO Competency Framework provides an inventory of expected behaviors skills and attitudes that lead to successful performance.
-Core Values that are the shared principles and beliefs that unite all staff and should guide us in our actions;
-Core competencies that are a set of related knowledge, skills and abilities that result in essential behaviors expected from those working for the Organization;
-Managerial competencies that apply to staff with management responsibilities at P-4 level and above.

Continuing training and professional development is a fundamental element in a continuum of learning that equips adults with the knowledge, skills and competencies to fully engage in rapidly-changing societal and working environments. Evaluation of UNESCO’s Regional Conventions on the Recognition of Qualifications in Higher Education
The evaluation focuses on the importance and role of the higher education recognition conventions in the various regional contexts; the relevance of and contribution of the conventions to UNESCO’s broader higher education programme; the effectiveness of the governing and management mechanisms of the regional conventions; and the effectiveness of UNESCO’s support for the development, ratification, and implementation of the regional conventions. It also identifies key lessons to be learned from the development, ratification and implementation of the regional conventions so far, as well as from the implementation of other standard-setting instruments in UNESCO. The report contains eight key recommendations and several proposed action points to strengthen and take the work forward in the future.

Évaluation des conventions régionales de l’UNESCO sur la reconnaissance des qualifications dans l’enseignement supérieur
L’évaluation met l’accent sur l’importance et le rôle des conventions sur la reconnaissance de l’enseignement supérieur dans les différents contextes régionaux ; la pertinence des conventions et leur contribution au programme global de l’UNESCO relatif à l’enseignement supérieur ; l’efficacité des mécanismes de gouvernance et de gestion des conventions régionales ; et l’efficacité de l’appui fourni par l’UNESCO à l’élaboration, la ratification et l’application des conventions régionales. Elle identifie également les principaux enseignements tirés jusqu’à présent de l’élaboration, de la ratification et de l’application des conventions régionales, ainsi que de la mise en œuvre d’autres instruments normatifs de l’UNESCO. Le rapport contient huit recommandations principales et suggère un certain nombre de points d’action visant à renforcer et accroître l’efficacité du travail à l’avenir.

Aux fins de la présente Recommandation, « l’enseignement et la formation techniques et professionnels » (ci-après dénommés « EFTP ») s’entendent comme comprenant l’enseignement, la formation et le développement des compétences touchant un large éventail de domaines professionnels, d’activités de production, de services et de moyens de subsistance.
L’EFTP, en tant qu’élément de l’apprentissage tout au long de la vie, peut se situer aux niveaux secondaire, postsecondaire et supérieur et comprend l’apprentissage en milieu de travail, la formation continue et le développement professionnel, pouvant aboutir à l’obtention de certifications. L’EFTP inclut aussi un large éventail de possibilités de développement des compétences adaptées aux contextes nationaux et locaux. Apprendre à apprendre, acquérir des compétences en matière d’écriture, de lecture et de calcul, et acquérir des compétences 15 transversales et des compétences en matière de citoyenneté font partie intégrante de l’EFTP.
L’application des dispositions de la présente Recommandation dépend de la situation particulière, des structures de gouvernement et des dispositions constitutionnelles propres à chaque pays.

For the purpose of this Recommendation, ‘technical and vocational education and training’ (hereinafter “TVET”) is understood as comprising education, training and skills development relating to a wide range of occupational fields, production, services and livelihoods.
TVET, as part of lifelong learning, can take place at secondary, post-secondary and tertiary levels and includes work-based learning and continuing training and professional development which may lead to qualifications. TVET also includes a wide range of skills development opportunities attuned to national and local contexts. Learning to learn, the development of literacy and numeracy skills, transversal skills and citizenship skills are integral components of TVET.
The application of the provisions of this Recommendation will depend upon the specific conditions, governing structures, and constitutional provisions existing in a given country.

Evaluation of the UNESCO Thematic Area “TVET” (Technical and Vocational Education and Training)
The evaluation’s purpose is two-fold: (1) to assess progress achieved in the implementation of the current Strategy for TVET (relevance, effectiveness, efficiency, sustainability and cooperation with partners) and (2) to inform the proposal for a follow-up of the Strategy for TVET in view of lessons learned and of the global debate around the post-2015 sustainable development agenda.
